‘Mobile home’ refers to factory-built housing constructed before June 15, 1976 — before HUD construction standards took effect. ‘Manufactured home’ refers to factory-built housing constructed after that date to HUD code. FHA, VA, and USDA programs require 1976 or newer construction confirmed by the HUD data plate. Pre-1976 homes may qualify for some portfolio programs with additional inspections.
The HUD data plate is a compliance certificate affixed inside the manufactured home — typically inside a cabinet, in the kitchen, or in a bedroom closet. It confirms the home’s serial number, manufacturer, date of manufacture, and HUD code compliance. Appraisers look for it during every manufactured home appraisal. If missing or illegible, HUD certification may be obtained through the Institute for Building Technology and Safety (IBTS).
FHA Title II requires the borrower to own or purchase both the home and the land. Homes in parks with leased land do not qualify for FHA Title II. USDA also requires land ownership. FHA Title I personal property loans exist for leased-land situations but carry higher rates and shorter terms than Title II.
